The color turquoise or purple always looks really pretty with brown hair. The shape and style is completely up to you cuz you want to feel pretty and comfortable in what you are wearing. But i would suggest a below the knee slightly flared from the waist dress.

Check out this site jus to get some ideas.

i would go with the classic black, long dress for the classy look or if you want to change it up, get a mini dress in a pale pink or off white color with bows on it for a feminine look.

Try this site:

They have TONS of prom dresses and I'm sure they'll be one there for you (:

If you have pale skin and brown hair you might want to try a red colour dress, It'll stand out against your pale skin and if you sweep your hair up like this:
It'll look elegant alongside the dress

Hope this helps (:

Your description matches me... all they way down to the pale skin lol.

The best way to find what works for you is to actually go to a store and try some on. I always picked mine out of a catalog or something but when I went and tried it on, hated it and ended up with something else. Start early and just go experiment.

with pale skin you have to be careful, maybe not something pink, light yellow or light green because it will make you look even more pale. Maybe you can go with a dark-navy blue or purple, that would look good with dark hair and pale skin.

Hope this helps!
